زبان پارسی باستان در شاخهٔ زبان‌های ایرانی از گروه زبان‌های هندوایرانی خانوادهٔ زبان‌های هندواروپایی قرار می‌گیرد. این زبان به زبان فارسی میانه تحول یافت که زبان ادبی و رسمی دوران ساسانیان بود و بعدها به زبان پارسی دری یا پارسی نو تبدیل شد. این زبان از زبان نیاایرانی (زبان ایرانی باستان) سرچشمه گرفته‌است.
پارسی باستان در کنار زبان اوستایی تنها زبان‌های ایرانی دوران کهن هستند که متن یا کتیبه‌هایی از آن‌ها به جا مانده‌است. زبان پارسی باستان در جنوب غربی ایران صحبت می‌شده‌است و قدیمی‌ترین متنی که از آن به جای مانده به قرن ششم پیش از میلاد مربوط می‌شود. 
زبان ایرانیان در زمان هخامنشیان پارسی باستان یا فرس قدیم نامیده می شود که ریشه ی زبان فارسی کنونی است.
کتیبه های شاهان هخامنشی و لوح های زرین و سیمین که از آن روزگار بر جای مانده به این زبان نوشته شده است. مجموع واژه های اصلی کتبیبه ها از چهارصد کلمه تجاوز نمی کند و مطالب آن عبارت است از نام و شرح خاندان شاهان، شرح فتوحات، ستایش یزدان، نکوهش دروغ و ناپاکی و سفارش به راستی و نیکو کاری. این کتیبه ها غالبن به چند زبان است و غیر از پارسی باستان، به زبان های آسوری ،ایلامی و آرامی که میان ملل دست نشانده ی هخامنشیان معمول بوده، نگاشته شده است.
میخی به آن دسته از خطوط (دبیره‌ها) گفته می‌شود که نمادهایی شبیه میخ دارند. خطوط میخی متفاوتی وجود دارند که برای نوشتن زبانهای مختلفی به کار می‌روند. از گونه‌های مختلف خط میخی می‌توان به میخی سومری، اکدی، ایلامی، اوگاریتی اشاره کرد و همچنین خط میخی هخامنشی که برای نوشتن فارسی باستانی بکار می‌رفته‌است. تمام خطوط میخی که تا کنون رمزگشایی شده‌اند از چپ به راست نوشته می‌شوند. این خط که برخی معتقدند مبنایی اندیشه ‌نگاشتی دارد، در همه کشورهای آسیای غربی بکار می‌رفته‌است. پژوهشگران، سومریان را ابداع کنندهٔ خط میخی می‌دانند.
